The Establishment Law of the Labour and Social Security Institute

The Establishment Law of the Labour and Social Security Institute, approved on 1971/2/8.

Single Article - The Ministry of Labour and Social Affairs is authorized to establish an institution called the Labour and Social Security Institute, which is called the Institute in this law, for the following purposes:

Training and raising the level of knowledge and expertise of employers and labours as well as employees of the Ministry of Labour and Social Affairs and related organizations in issues related to industrial relations, labour and social security laws and regulations, trade union issues, cooperative training, industrial protection and other Labour and Employer issues and providing facilities for research in the fields mentioned above, as well as establishing educational relations and exchange of experts and trainees with other countries of the world and cooperation with related international organizations.

Note 1 - The Institute is non-profit and has legal personality and financial independence and is not subject to the provisions of the country's employment law and will be managed under the supervision of the Board of Trustees.

Note 2 - The extent of the authorities and duties of the Board of Trustees and the pillars of the Institute are according to the Constitution that will be proposed by the Ministry of Labour and Social Affairs and will be approved by the Council of Ministers.

Note 3 - The Board of Trustees of the Institute are:

A- Minister of Labour and Social Affairs- Chairperson of the Board of Trustees;

B- The Minister of Science and Higher Education or his/her representative;

C- Minister of Finance or his/her representative;

D- Managing Director of the Social Insurance Organization;

E- General Director of Refah-e-Karkaran Bank;

F- Three representatives of employer organizations and large industrial enterprises chosen by the Minister of Labour and Social Affairs; and

G- Three representatives of labour organizations chosen by the Minister of Labour and Social Affairs.

 

Note 4 - The representative of the Budget Office will be invited to the meetings where the Board of Trustees deals with the annual budget.

Note 5 - The Institute's budget will be provided from government aid and other grants, gifts, and funds that are acquired in exchange for educational and research services.

Note 6 - The Institute will carry out its educational and research activities in compliance with the establishment law of the Ministry of Science and Higher Education.

Note 7 - The by-laws related to this law will be implemented after the approval of the Board of Trustees.

The above-mentioned law containing one article and seven notes was approved by the Senate in 1971/02/08, after the approval of the National Council in the session of Sunday 1970/10/21
